On July 16, 2008, an opening meeting of Research on Waterproofing Building Materials and Applications Evaluation was held by Experts Committee of China National Waterproofing Building Materials Industry Association (CNWB).

May 30, 2008, Ministry of Housing and Urban-Rural Development (MOHURD) issued Science and Technology Projects Plan 2008 of MOHURD, numbered as MOHURD Science (2008) 100.  Research on Waterproofing Building Materials and Applications Evaluation, approved by MOHURD and coded as 2008-K4-8, was a soft subject research project submitted by CNWB. It aimed at providing basis for MOHURD and other departments to formulate policies through its scientific and factual evaluations, guiding the adjustment and upgrading of products structures in the industry, and promoting the development of production and application technologies on the right track.

The meeting signaled officially the start of the project.
